Lead Service Replacement Program
The City will be hosting two identical informational meetings at Crystal Lake City Hall for residents within the project area. Topics will cover the purpose of the project, benefits, impacts, timelines, and responsibilities of residents during the work. City staff will be in attendance to answer questions as well. The meetings will take place at the following dates and times:
- April 1st at 1:00pm, 100 W. Woodstock St., Room P105
- April 2nd at 6:00pm, 100 W. Woodstock St., Room P105
The Annual Lead Service Replacement Program will utilize a single contractor from a public construction bid and will typically prioritize services in a particular area each year. Neighboring addresses will be included as potential backup locations depending on budgets and property owner involvement and availability. This program will help the City comply with the EPA federal requirement to replace all lead water services by the year 2037.
The 2026 Lead Service Replacement Program will be focus on Walkup Avenue from Woodstock Street to Esther Street. Location selection for each year’s program include factors such as concentration of lead services, quality of water main in the area, and coordination with potential roadway improvements. The primary and secondary areas of focus are listed on the map below.
Funds have been approved to replace all lead services in the primary area. City staff will schedule will residents in the secondary area to replace lead service lines as the budget allows.
While the City encourages 100% participation within the primary work area, inclusion in the project is optional. Those interested in participating in the program will need to complete and return the Authorization and Contact Information forms in the links below. Completion of these documents will not guarantee that the work will be completed this year, nor will it allow any work to take place without your knowledge or consent. The Contact Information form will be used to create a list of interested residents that can be contacted once the program begins for potential scheduling. Project Background
On October 8, 2024, the Environmental Protection Agency (EPA) finalized its Lead and Copper Rule Improvements (LCRI) to reduce the risk of exposure to lead through drinking water. This ruling builds off of the pre-2021 Lead and Copper Rule (LCR) and the 2021 Lead and Copper Rule Revisions (LCRR). As part of this ruling, Crystal Lake will be required to replace all lead service lines by the year 2037.
The City of Crystal Lake has developed an inventory of existing water service line materials over the last several years and will begin an Annual Lead Service Replacement Program in 2026 as one of the programs to meet the year 2037 requirement for replacements.
