What
is a Temporary Use Permit?
Permits
must be obtained for all temporary special events and to erect a tent
or other structure used to house an event. Examples of events that
require permit approval, and in some instances City Council approval
are:
- Outdoor
sales (sales of gardening products, outdoor arts and crafts
shows, and other temporary sales.)
- Entertainment
(music, etc.)
- Personality
appearances.
- Parade,
race of procession (right-of-way permit)
- Use of parking
area or public spaces.

What
is the Variation Process?
The
Zoning Ordinance provides consistent development standards for all
properties in the City. Occasionally, it may be difficult or challenging
to meet every Zoning Ordinance requirement. In these situations,
the City encourages the applicant to reconsider their development
plan so that they are able to meet the Zoning Ordinance requirements.
Otherwise, applicants who feel that meeting the Zoning Ordinance
would be unfeasible can apply for a Zoning Ordinance variation. Zoning
Variations can be granted if the Planning and Zoning Commission and
the City Council agree that there is a particular hardship or practical
difficulty to meeting the specific Zoning requirement. However, the
applicant is responsible for proving the hardship or practical difficulty.
A hardship is usually related to unique circumstances of the property,
such as an odd-shaped lot, unusual topographic features, conditions
on adjoining lots, or the presence of wetlands or other natural features.
A desire to have a larger or more valuable house, or to avoid costs
related to meeting the requirements of the Zoning Ordinance are not
considered hardships.

What
is the Tree Preservation Ordinance?
The Tree Preservation
Ordinance establishes high tree preservation standard for development
and redevelopment in the City of Crystal Lake in order to preserve
trees as an important public resource, enhancing the City's natural
character and heritage.
The following
are exempted from this ordinance:
- Single-family
residentially zoned parcels that are less than three acres
and have been subdivided prior to the effective date of the
ordinance.
- Commercial
nurseries or orchards.
- Properties
for which a landscaping or tree preservation plan was approved.
- Parkway
Trees.
