Construction Inspections
The Engineering Division is responsible for the inspection of all construction work within the City right-of-ways and in municipal easements. Examples of work inspected would be the installation or repair of sanitary, storm and water lines as well as roadway improvements. Certain inspections outside of the right-of-way would include parking lots, driveways, trench drains, detention facilities and many other site-specific items.

The inspections focus on the health, safety and welfare of the public by ensuring the construction conforms to City codes and specifications. 

Inspection Scheduling
Inspections for work in the right-of-ways are scheduled with the Community Development Department and must be called in at least 24 hours in advance of the required inspection. You can reach the Community Development Department at (815) 356-3615.

Allowable Working Hours
Per the City Code, working hours outdoors is limited to the hours of 7:00 a.m. to 7:00 p.m. on weekdays. In cases of emergency, construction or repair noises are exempt from this provision.

For extended or weekend hours in nonemergency situations, an Engineeing and Building Department Official may approve a variance upon written request or with the permit application, if it is determined that public health and safety will not be impaired.

Pre-Construction Conference
A pre-construction conference will be held before construction starts on all commercial projects, residential subdivisions and certain lots in the Crystal Lake Watershed. Item to be discussed will include:

Right-of-Way Permits
