9. Lobbying

    The City of Crystal Lake are members of the following organizations that provide lobbying services on the City's behalf:

    Northwest Municipal Conference - As one of the premier regional councils of government, the Northwest Municipal Conference represents over 1.3 million citizens residing in 41 municipalities and 1 township in Cook, Kane, Lake and McHenry Counties.  The Northwest Municipal Confernce serves the needs of local governments through a variety of policy initiatives and programs and services that combine the resource of individual members to address regional issues.  Members are leaders in advocating on behalf of local government self-suffiency, regional planning, local control over local issues and utilizing a cooperative approach to address regional issues.  

    McHenry County Council of Governments - The McHenry County Council of Governments is a 501(c)(3) non-profit organization created in 1976 to foster intergovernmental cooperation among municipalities and other local governments in McHenry County and to address issues of mutual concern.  The McHenry County Council of Governments is recognized as one of several regional councils of government and is a memebr of the Metropolitan Mayors Caucus. 

    Illinois Municipal League - The Illinois Municipal League was founded in 1914 and has worked continuously for the benefit of municipalities.  The governing board is comprised of Mayors and Village Presidents. 
    
10. Taxes and Fees

    Sales Tax - Sales tax on general merchandise in the City of Crystal Lake is 7.0%.  Of 7.0%, 1% is returned each month to the City with the remainder being distributed to the State, the RTA, and the County.

    Home Rule Sales Tax - A 0.75% Home Rule Sales Tax was implemented under Illinois Home Rule Authority as of July 1, 2008.  A Home Rule Sales Tax on general merchandise allows core services of the City to be maintained, as well as add programs outlined in the City's Strategic Plan.

    Property Taxes - Property taxes include amounts levied against all real estate in the City.  The City has no Corporate Property Tax.  Real property taxes are payable semi-annually.  The first payment is due in June, the remainder is payable in September each year.  The County Treasurer collects property taxes on behalf of all taxing districts in the County including the City of Crystal Lake.  The County Treasurer periodically remits to the City its portion of the taxes collected.  

    User Fees - User-fees for water and sewer are calculated on the number of gallons of water consumed as determined by a water meter.  Meters are read every month.  Fees for water and sewer are combined in a monthly bill sent to residents and businesses.  For more information on water and sewer billing, including current rates, please click here.  

    Hotel/Motel Tax - The City of Crystal Lake Hotel/Motel Tax was established to improve the quality of life for its residents, corporate citizens and visitors.  Crystal Lake generates a 5.0% tax on overnight stays.  All of these funds are invested back into the community through designated projects and events that will enhance visitor appeal and encourage overnight stays.  

    Vehicle Stickers - Residents of Crystal Lake are required to purchase vehicle stickers within 30 days after establishing residency.  Residents have 15 days to purchase a vehicle sticker for all motor vehicle purchases.  Renewal stickers go on sale June 1st and must be displayed by July 15th.  The sticker is valid until June 30th of the following year.  All funds from the sale of the stickers are used to pay for the City's annual Street Resurfacing and Construction Program.  For more information on the City's vehicle sticker program, please click here.   

    Permits - Most projects, from new commercial buildings to small residential improvements, require a building permit.  The permit process ensures projects are constructed safely.  Plan reviews and field inspections allow the Building Division to verify that each project meets the minimum requirements of the adopted building codes and City Ordinances.  For more information on permits, please click here.
