IL Route 176 and IL Route 31 Intersection Improvement

The Illinois Department of Transportation (IDOT) is improving the intersection of Illinois Route 31 and Illinois Route 176. The improvement includes reconstruction of the intersection to provide two through lanes, dual left-turn lanes, and exclusive right-turn lanes on each leg of the intersection. A fifth leg, Terra Cotta Avenue, will be eliminated in a cul-de-sac with traffic routed to Route 176 along Smith Road.

Project Updates 

  • August 21, 2014: The contractor continues to fill in the concrete gap areas including the turn lanes. The traffic signal subcontractor will start working on the underground work for the traffic signal at the end of this week.
  • August 13, 2014:  The contractor continues to fill in the concrete gap areas and miscellaneous areas of curb and gutter. 
  • August 7, 2014:  The mainline paving along IL 31 and IL 176 is complete. The contractor continues to fill in the concrete gap areas and miscellaneous areas of curb and gutter. 
  • July 30, 2014: Concrete paving was completed along IL 176 east of IL 31 on July 30. The contractor anticipates paving along IL 176, west of IL 31 next.
  • July 23, 2014:  The Nicor utility conflict was completed on July 21. No significant progress was made this past week. The contractor has informed the City that they will be paving IL 176, east of IL 31 the week of July 28. 
  • July 16, 2014: The contractor finished prepping for concrete paving along IL 31, north of IL 176. The contractor started paving along IL 31, north of IL 176. 
  • July 9, 2014: The contractor continues to prep for concrete paving. The concrete paving is expected to start on July 11.
  • July 2, 2014: No significant progress has been made in the last week due to weather.  
  • June 26, 2014: Installation of the new sub-grade along the west side of IL 31, south of IL 176 continues. Installation of the new storm sewer along IL 176, west of IL 31 continues.  The contractor is prepping the area for concrete paving, which is anticipated the week of July 7. 
  • June 18, 2014: Removals along IL 176 on the south side are complete. Installation of the new subgrade is complete along the west side of IL 31, north of IL 176 and has started south of IL 176. Installation of the new storm sewer along IL 176, west of IL 31 continues.  
  • June 12, 2014: Pavement removals along IL 31 are complete. Installation of the new sub-grade has started along the west side of IL 31, north of IL 176. Removals along IL 176 on the south side continue. Installation of the new storm sewer along IL 176, west of IL 31 continues.    
  • June 4, 2014: Pavement removals along IL 31 continue on the west side and are nearing completion. Removals along IL 176 on the south side continue. Installation of the new storm sewer along IL 176, west of IL 31 started.  
  • May 28, 2014: The traffic switch along IL 176 was completed on May 23. Pavement removals along IL 31 continue on the west side. Removals along IL 176 on the south side have started. 
  • May 22, 2014: Pavement removals along IL 31 continue on the west side. Concrete pavement and curb at the intersection is complete. The traffic switch along IL 176 is anticipated for May 23. Removals along IL 176 on the south side will start next week. 
  • May 15, 2014: Pavement removals along IL 31 continue on the west side. The underground contractor finished installing the sanitary sewer across IL 31 at Ray Street and by the sanitary sewer lift station to the south. Concrete pavement and curb continues to be poured in the intersection to allow for the traffic to switch along IL 176 to the north side of the street. This traffic switch is anticipated for May 21. Asphalt drives are being paved on IL 176 and IL 31.
  • May 8, 2014: Pavement removals along IL 31 continue. The underground contractor continues to install the new storm sewer along the west side of IL 31. Concrete pavement and curb continues to be poured along IL 176, west of IL 31 this week.
  • April 30, 2014:  Pavement removals along IL 31 continue. The underground contractor continues to install the new storm sewer along the west side of IL 31. Concrete pavement is expected to be poured along IL 176 west of IL 31 this week.
  • April 23, 2014:  Pavement removals along IL 31 continue. The underground contractor started installing the new storm sewer along the west side of IL 31. 
  • April 16, 2014:  Traffic along IL 31 was switched from the west side of the roadway to the east side of the roadway on April 15. Pavement removals along IL 31 have started. 
  • April 3, 2014: The contractor resumed work and started preparing for temporary asphalt pavement paving. The contractor hopes to pave the temporary pavement the week of April 7. This is contingent upon the asphalt plant opening for the season and weather.  The contractor also hopes to pour the concrete pavement on the west leg of IL 176 next week.
  • March 26, 2014: The contractor has not restarted their work due to weather. The contractor is hopeful they can begin in the next few weeks. 
  • March 17, 2014: The contractor has informed the City that the work is scheduled to start again on March 24. The construction should be completed this fall. 
  • January 23, 2014: The construction on the improvement has been suspended for the winter. However, the City has notified IDOT of deficiencies regarding the maintenance of driveways, traffic control, severe rutting and a lack of pavement markings within the construction zone. Some of these items have been resolved but others still remain due to the extremely cold temperatures. The City will continue to monitor the area and work with IDOT to resolve any existing and future items.
  • November 11, 2013: The general contractor continues with excavation, grading, pavement placement, ditch work and miscellaneous concrete work as weather permits. AT&T continues to address relocation issues.
  • November 3, 2013: The general contractor expects to start excavation, grading, pavement placement, ditch work and miscellaneous concrete work this week. AT&T continues to address relocation issues.
  • October 28, 2013: The underground sub-contractor will finish water main installation and water service switch-overs by Friday, weather permitting. Final water main removals should be completed by early next week. The general contractor is prepping the roadway base on the north side of 176, west of the intersection for paving. AT&T continues to address relocation issues.
  • October 21, 2013: Installation of the storm sewer on the north side of IL 176 west of the intersection and north along IL 31 is being completed this week. Miscellaneous water main items continue this week such as the switching of existing services to the new water main. Miscellaneous concrete work also continues.
  • October 14, 2013: The contractor continues to install storm sewer on the north side of IL 176 west of the intersection and north along IL 31. Water main installation is complete on the north side of 176 west of IL 31. Upon approval of the sampling results by the IEPA, the existing services will be switched to the new water main. Miscellaneous concrete work also continues.
  • October 7, 2013: The contractor continues to install storm sewer on the north side of IL 176 west of the intersection. Water main installation continues on the north side of 176 west of IL 31. AT&T utility conflicts continue to be a problem for the underground contractor and the general contractor – a weekly progress update is being provided by AT&T via email, but a firm date for the completion of their utility relocation work is still outstanding.
  • September 25, 2013: The contractor still working on installing storm sewer on the north side of IL 176 west of the intersection and is making the water main adjustments as needed. Paving will begin Thursday on the east side of Route 31north of Route 176. Utility conflicts continue to be a problem for the underground contractor. Staff has already initiated contact with both Nicor and AT&T to help facilitate the completion of their outstanding utility relocations and avoid further hardships for local businesses.
  • September 18, 2013: The contractor still working on installing storm sewer on the north side of IL 176 west of the intersection and is making the water main adjustments as needed. Paving began Tuesday on the east side of Route 31 and will continue the north side of IL 176 east of the intersection. Utility conflicts by AT&T and Nicor are delaying some of the underground work from being completed. Staff has initiated coordination with the External Affairs Managers from both utilities to stress the need for their utility conflicts to be addressed in a timely manner to avoid unnecessary hardships for the local businesses and motorists.
  • September 11, 2013: The contractor has begun installing storm sewer on the north side of IL Route 176 west of the intersection and is making the water main adjustments in that area. Paving is scheduled to begin later this week on the east side of IL Route 31 and the north side of IL Route 176, east of the intersection. The City’s temporary signage to help remind motorists that the local businesses are still open and accessible during construction were approved by IDOT this week and are being installed.
  • September 4, 2013: The contractor is continuing to prepare for paving operations following delivery of storm sewer this week. Staff has requested an updated overall schedule from IDOT due to the recent delays their contractor has incurred due to outstanding utility relocations AT&T and a Nicor gas main break. The project is scheduled for a fall 2014 completion.
    On September 5, 2013 the Illinois Department of Transportation approved the installation of temporary signage around the work zone promoting the local businesses that are still open during construction.
  • August 28, 2013: The contractor is installing storm sewer along IL 31 north of IL 176 and has finished making the water main adjustments in that area. Grading continues for pavement. Paving south of IL 176, east of IL 31 and north of IL 176, east of IL 31 is possible next week.
  • August 21, 2013: The contractors are continuing the pavement removals and grading in the northeast quadrant of IL 176 and IL 31. The contractor is installing storm sewer along IL 31 north of IL 176 and has continued to make the water main adjustments in that area. Signage around the construction corridor is being created to highlight that the local businesses are open during construction.
  • August 14, 2013: The contractor is continuing the pavement removals and grading in the northeast quadrant of IL 176 and IL 31. The contractor is also installing storm sewer along IL 31 north of IL 176, and has started the water main adjustments. NICOR conflicts have slowed installation.

    Staff is also working to have supplemental signage installed around the construction zone that indicate the businesses are open during construction.
  • August 7, 2013: The contractor is continuing the pavement removals and grading in the northeast quadrant of IL 176 and IL 31. The contractor is also installing storm sewer along IL 31 north of IL 176, and has started the water main adjustments. NICOR conflicts have slowed installation.
  • July 31, 2013: The contractor is continuing to remove the concrete pavement at the northwest corner of IL 176 and IL 31. The concrete is being crushed and reused for base course on the project. The contractor is also installing storm sewer along IL 31, north of IL 176, and has started to perform the water main adjustments. Drywell installation in the detention pond has been temporarily delayed pending resolution of groundwater issues.
  • July 24, 2013: IDOT's contractor continues to remove the concrete pavement on IL 176 west of IL 31. The concrete will then be crushed and will used for base course on the project. The contractor is also installing storm sewer along IL 31 north of IL 176 and will be starting to make the water main adjustments. Work on the detention pond continues with the drywell installation to help infiltrate the storm water.
  • July 17, 2013: The contractor has started to relocate sanitary sewer on IL 176 east of IL 31. They are continuing to remove the pavement on IL 176 west of IL 31 and installing storm sewer along IL 31 north of IL 176. The contractor is also stabilizing detention pond.
  • July 10, 2013: Storm sewer work continues along the west side Route 31, north of Route 176. The contractor is also removing pavement on the north side of Route 176, east of Route 31. IDOT will be investigating the signal timing at Route 176 and Terra Cotta Road, which is experiencing heavier traffic because of the construction.
  • July 3, 2013: Storm sewer work continues along IL Route 31, south of IL Route 176. AT&T utility relocations and removals along IL Route 31 continue. As of July 1, traffic along IL Route 176 has been moved to the south side of the roadway. Earthwork continues on IL Route 176.
  • June 26, 2013: Storm sewer work continues along IL 31, south of IL 176. AT&T utility relocations and removals along IL 31 continue. Traffic along IL 176 has not yet been moved to the south side of the roadway.
  • June 19, 2013: Storm sewer work continues along IL 31 south of IL 176. AT&T utility relocations and removals along IL 31 continue. Temporary pavement placement continues on IL 176 in preparation for traffic control staging, which is anticipated on June 24. Traffic along IL 176 will be moved to the south so work can move forward along the north side.
  • June 12, 2013: Work continues on storm sewer installation and AT&T utility relocations. Temporary pavement placement continues on IL 176 in preparation for traffic control staging, which is anticipated in the near future.
  • June 6, 2013: Storm sewer work continues as well as AT&T utility relocations. Removals along the east side of IL 31 continue. Temporary pavement placement continues on IL 176 in preparation for traffic control staging, which is anticipated in the near future.
  • May 27, 2013: The traffic pattern changed along IL 31 on May 29. Storm sewer work continues, as well as AT&T utility relocations. Pavement and concrete removals along the east side of IL 31 started. Temporary pavement placement continues on IL 176 in preparation for traffic control staging. The project completion is anticipated for fall 2014.
  • May 20, 2013: The temporary traffic signal was activated and the existing traffic signal removed. Storm sewer work continues as well as utility relocations. Temporary pavement placement continues in preparation for the traffic control staging. The traffic pattern will be changing the week of May 27.
  • May 13, 2013: The temporary traffic signal is anticipated to be activated on May 17. Storm sewer work continues. Temporary pavement placement started in preparation for the traffic control staging. 
  • May 6, 2013: The storage tanks from the old gas station at the southeast corner were removed. The temporary traffic signals were erected last week and will be activated on May 15. Storm sewer work continues as well as temporary measures in preparation for the traffic control staging.
  • April 29, 2013: The storage tanks from the old gas station at the southeast corner continue to be removed. Removal of the existing concrete medians started this week as well as the installation of temporary pavement. Storm sewer work started as well as the installation of the temporary traffic signal.
  • April 15, 2013: The east leg of Terra Cotta Avenue has been closed.
  • April 10, 2013: East Terra Cotta Avenue at  the IL 31 and IL 176 intersection (east of the intersection) is still targeted to be closed on Monday April 15. Pending weather and utility relocations, the contractor is expected to start work next week. The transportation companies for School Districts 46, 14 and 155 have been notified of the roadway closure so busses can be properly rerouted.
  • Summer 2012 to Spring 2013: Various utility relocations were completed.
  • April 27, 2012: The low bidder is R.W. Dunteman Company of Addison with a bid of $10,189,282.86.
